Didn't receive any responses to this question back in Jan. Trying again:
My gas mileage on a 1991 Sedan Deville has dropped from the mid 20's
(Highway) to the 15 range during the cold Ohio weather.

Any things that would be prioritized on a checklist?

Wish I could help partner but my days go back to where it was just a coil,
condenser, a few plugs and wire. These days with sensors, diodes, thermo
gizmos I'm lost. I just take it to the Cad dealer and prepare for a cardiac
experience.

Gas formulas are different in the cold weather, but there is nothing you
can do about that. R U in 10% ethanol country?

Some things to check: air cleaner! Keep the cars' engine tuned and
properly maintained. Check for any trouble codes. One piece that has a
great effect on gas mileage is the Oxygen sensor(s). My DeVille is a
few years older and the FSM states that piece is supposed to be changed
every 30K miles. I replaced mine and it made a difference in mpg.
